Conflict theory does not refer to a unified school of thought, and should not be confused with, for instance, peace and conflict studies, or any other specific theory of social conflict. Legislation has been pursued making it harder for employees to recover unpaid wages (i.e., wage theft) and banning local cities and counties from establishing minimum wages or rights to sick leave. With the aid of two equally competent board members and a staff of excellent young lawyers, some of whom were former law school professors, others fresh out of law school, he began to create the "common law" on labor issues that would provide the basis for a stronger version of the National Labor Relations Act in early 1935.
